Capital grant on setting up/scaling up technology infrastructure for the StartinUP recognised non-government incubators shall be reimbursed up to 50 percent of the eligible amount subject to maximum limit of INR 1.25 Crores (for the Purvanchal/Bundelkhand regions Up to ₹1.50 Crores), first instalment to be capped at 25 percent of the maximum limit. The demand for the same shall be raised on quarterly basis by incubators. Capital grant to government incubators shall be given in exceptional cases only post approval by the Empowered Committee.
Financial support to incubators up to INR 40 Lakhs per year shall be allowed to cover operational expenditure for 5 years or until self-sustainable, whichever is earlier. The incubators having 2 or more registered startups shall be eligible to claim these expenses. The expenses can be claimed proportionately until the target of 10 registered startups is achieved upon which they become eligible to claim the full amount of INR 40 Lakhs for subsequent remaining period. The year-on-year continuation of operational expenditure support shall be solely dependent on incubator’s performance assessed through Incubator Performance Evaluation Framework conducted by external agency, released by Nodal Agency and approved by the PIU. The operational expenditure shall be subject to valid supporting documents such as Invoices, Utilization certificates certified by CA etc. (A relaxation shall be provided for the first year, wherein the requirement of having a minimum of 2 registered startups shall be waived. However, by the end of the first year, the incubator must have at least 10 registered startups to continue receiving full operational expenditure support. Incubators who have completed 5 years of operations but have not received any OPEX grant or have received only partial OPEX support earlier shall also be considered eligible under this provision, subject to meeting other criteria and performance requirements).
